Campus Realignment Update

May 14, 2026

Dear Campus Community:

Earlier this spring, the District experienced the unexpected loss of our colleague, Associate Superintendent of Administrative Services and Emergency Operations, Troy Ament. As we continue to support one another through this loss, the District has also taken time to thoughtfully evaluate its organizational structure to ensure departmental responsibilities, operational oversight, and institutional leadership remain aligned with the College’s evolving needs and priorities.

As part of this ongoing organizational assessment, the District has carefully reviewed the distribution of leadership responsibilities across the institution. Over the past six months, several vacant management positions and classified staff roles have been filled to strengthen operational capacity, particularly within Maintenance and Operations.

While the District remains committed to operating both effectively and efficiently, we also recognize that directly replacing a previously held position is not always the first solution. Accordingly, the following organizational realignment will continue through the next academic year:

  • Facilities and Maintenance & Operations will continue to report to Chief Technology and Operations Officer Michael Fink.
  • The Measure P Bond Program will continue to be overseen by consultant Ralph Hicks and Bond Manager Samir Shah.
  • Emergency Operations will continue to operate through a coordinated partnership including Michael Fink for operational logistics, Associate Superintendent of Student Services and Strategic Communications Dr. Alisha Rosas for emergency communications, and Chief of Police Steve Griffin for coordinated crisis response and public safety support.

As a natural part of this organizational realignment, the District has also reassessed the distribution of leadership responsibilities to best support college operations and institutional priorities. Effective June 1, 2026:

  • Superintendent/President Dr. Henry Shannon will assume strategic oversight of Economic Development, with Executive Director Dr. Janeth Rodriguez, who alongside her current responsibilities, will manage the District’s Economic Development and InTech Center initiatives.
  • Associate Superintendent of Business Services Lisa Bailey will assume oversight of Chief Griffin and the Chaffey College Police Department.

Please know the District has met with all impacted employees regarding these transitions, as well as representatives from the Academic Senate, Classified Senate, and our bargaining unit partners. We are deeply appreciative of the professionalism, collaboration, and support shown by employees throughout this transition period. These organizational adjustments are intended to ensure operational continuity, strengthen institutional coordination, and thoughtfully position the College to meet the evolving needs of both our students and campus community.

Thank you,

Henry D. Shannon, Ph.D.
