Campus Realignment

February 2, 2026

Dear Campus Community,

Over the past several weeks, we have been navigating an unexpectedly sad and difficult time following the passing of our colleague, Associate Superintendent of Administrative Services and Emergency Operations, Troy Ament. Troy’s leadership, dedication, and care for this institution and our people were deeply felt, and he is greatly missed.

During this period, the Executive Team and I have been working together to ensure that the areas Troy oversaw continue to be supported, and that campus operations remain steady and well organized. Effective immediately, a temporary management realignment will be in place continuing through June 30, 2026. This plan allows us to maintain essential operations while also giving us the time and space to thoughtfully assess long-term needs and plan for future recruitment.

The temporary realignment includes the following oversight arrangements:

  • Facilities and Maintenance & Operations
Chief Technology and Operating Officer Michael Fink will oversee Director Brandon Toepfer, Managers Denise Jara and Melissa Diaz to support facilities, maintenance & operations, and sustainability across all District locations. Although the strategic oversight has changed, the department’s communication channels, operations, and support structure will not be altered.
  • Measure P Bond Program
The College has engaged consultant Ralph Hicks to support Bond Manager Samir Shah and his team providing strategic and legal guidance for Measure P bond projects. Before his passing, Ralph worked closely with Troy on our Measure P projects with contract negotiations, environmental compliance, financial review, presentations, and a variety of other responsibilities. With Ralph’s and Samir’s guidance, we anticipate that projects will continue to move forward as planned.
  • Campus Police
Superintendent/President Dr. Henry Shannon will oversee the work of Chief Griffin and the Chaffey College Police Department to ensure campus safety and security district-wide.
  • Emergency Operations
Since a close alignment between maintenance and operations and emergency operations has been helpful, Michael Fink will also provide the logistics oversight of emergency operations supporting planning and crisis response, working closely with Associate Superintendent of Student Services and Strategic Communications, Dr. Alisha Rosas, who will continue to provide emergency communication. Chief of Police Steve Griffin will continue to implement coordinated crisis response and aid.

I am deeply grateful to these campus leaders for stepping forward during a challenging time, and I want to acknowledge and thank all members of Troy’s team for their professionalism, resilience, and continued commitment to the College.

As we move forward together, our focus remains on caring for one another and supporting our students. With the compassion, dedication, and strength of this campus community, I am confident we will continue to provide a safe, secure, and supportive learning and working environment for all.

Thank you for your continued commitment to Chaffey College community.

Sincerely,

Henry D. Shannon, Ph.D.
Superintendent/President
