Chaffey College Measure L Citizens’ Oversight Committee


 
OVERVIEW


With the issuance of the first $47.7 million in construction bonds, Chaffey College began the first phase in the Capitol Improvement Project – Facilities Master Plan.

The Facilities Master Plan is funded by a general obligation bond, Measure L, passed by voters in the Chaffey Community College District on March 5, 2002.

The bond authorizes the college to issue up to $230 million in bonds during a 10 year period. A Citizen’s Oversight Committee meets each quarter to review the financial status and the construction progress. The committee issued the annual report to the community this summer.

The Chaffey College Facilities Master Plan consists of new construction, infrastructure repair, renovation and upgrades to existing facilities, and procurement of educational equipment. The Capitol Improvement Program has made significant progress. This is a summary of the completed projects and construction in progress.

CHINO INSTRUCTIONAL BUILDING

Contract Completion: 12/11/07

Scope

This two-story 55,000 SF facility will be the first building constructed on the new Chino Campus. The facility will consists of classrooms, science labs, computer labs, lecture halls, faculty offices and administration/student service space. The project also includes parking lots, hardscape, site lighting and utilities.

Status

The Contractor continues to make good progress on the exterior and interior of the building. The exterior sheathing is completed, waterproofing is underway, and the metal lath has recently started. Interior utilities are still in progress and drywall is being installed. The single ply roof system is completed.

CHINO COMMUNITY CENTER AND HEALTH SCIENCE

PHYSICAL, HEALTH, LIFE SCIENCES

Contract Completion: 8/15/08

Scope

This state-funded project consists of renovating the Health Sciences, Life Science East, Life Science West and Physical Science (SW) building and auditorium.

Status

Asbestos abatement and demolition is completed in all buildings except the Physical Science building. Under-slab utilities have been installed and the metal stud walls are being erected.

PARKING LOT 12 / ELEVATOR

Contract Completion: 11/11/07

Scope

This project will completely re-construct Parking Lot 12 (Phase 1) including two accessible parking areas, sidewalks, lights and landscaping. An elevator (Phase 2) will also be constructed connecting the VSS facility to Parking Lot 12.

Status

The new parking lot was completed and re-opened on August 17th. Work is still continuing with the lights and landscaping. The construction on the elevator is now underway and the footings have been poured.

SITE LIGHTING

Scope

This project will provide new site lighting along the fire lane and within the Science Complex. Blue emergency phones are also being installed.

Status

Completed in mid-August. The lights are now fully operational.

FIRE LANE EXTENSION / ADA WALKWAYS

Contract Completion: 12/15/07

Scope

This project will extend the fire lane up to Olive Way while providing an enhanced entry into the new Dr. Marie Kane Center. In addition, three new accessible ramps will be constructed connecting the fire lane to strategic locations on the Campus.

Status

Construction will begin on September 17.

MAINTENANCE YARD DRAINAGE

COLLEGE DRIVE LANDSCAPING

Scope

Grade, irrigate, and landscape College Drive. Plant palette has been recommended by Steve Frenken and the members of the “Tree Committee.”

Status

Construction is near completion, with Notice of Completion expected to be filed in September.

AGRICULTURAL DEMONSTRATION GARDEN

Contractor: MG Enterprizes

Scope

Chaffey College has contracted for the soil preparation; grading of the area for grape vines, lemon and olive trees, and the installation of irrigation. Filippi Winery will do all planting, maintaining, and harvesting of the vines and trees. CCWD has provided a meter to provide free water for irrigation of the area.

Status

The project is nearing completion. Ongoing activities include trimming the vine stakes and the final stages of the fencing. Final walk through was scheduled August 2. Facilities expects to submit the Notice of Completion for October board meeting. MG Enterprizes is replacing dead trees, replacing crushed valve boxes, and reseeding where needed.

SKILLS ROAD IMPROVEMENT

Scope

Removal of two parking spaces and extension of the curbing. This project incorporates the continuance of the fire lane above the Skills Building.

Notice of Completion is going went to the board in August.

POOL BOILER REPLACEMENT
