Student Equity Plan

Student Equity Plan


Background

In order to promote student success for all students, the governing board of each community college district is required to adopt a student equity plan for each college in the district. At a minimum, the plan is required for American Indians or Alaskan natives, Asians or Pacific Islanders, Blacks, Hispanics, Whites, men, women, and persons with disabilities. (Title 5, §54220). The student equity plan contains student success indicators (metrics) as they relate to the Board of Governors policy on student equity implementation for each college. In addition, recent revisions to the California Education Code (Sec. 78216) resulting from passage of the Student Success Act (SB 1456) requires that college Student Success and Support Program plans be coordinated with college Student Equity plans.

Recent revisions to the California Education Code (Sec. 78216) resulting from passage of the Student Success Act (SB 1456) require that Student Success and Support Program plans be coordinated with college Student Equity plans to ensure that the college has identified strategies to monitor and address equity issues and attempt to mitigate any disproportionate impacts on student access and achievement. Therefore, Student Equity plans should clearly identify strategies and criteria associated with monitoring access and achievement. To the extent that data is available, in their research identifying disproportionate impact, colleges should research and report on the effect of the new SSSP requirements related to mandatory participation of new students in SSSP services and enrollment priority on student equity, disaggregating information by ethnicity and gender.


Philosophy of the Student Equity Plan

Student equity is among the highest priorities at Chaffey College, where 75% of the student population is from historically underrepresented groups. The Chaffey College Student Equity Plan reflects the college’s commitment to providing the college community an environment where faculty, staff, and students can learn, work and interact with each other in a supportive and collegial manner.


Purpose of the Student Equity Plan

The five identified student equity indicators have been discussed by various constituent groups representing a broad section of the campus community. Barriers were identified and activities to address them were developed. The College District has identified student equity as a high priority for itself and the goals reflect this commitment.

Included in the state’s Student Success and Support Program is the requirement that colleges submit new Student Equity Plans that address equity issues on their campuses. The five identified student equity indicators have been discussed by various constituent groups representing a broad section of the campus community. The program is required to address the following Indicators:
  1. Student access to the college;
  2. Course completion;
  3. Degree completion;
  4. Completion of Foundation (Basic Skills) Courses, specifically in English, Mathematics, and English as a Second Language;
  5. Transfer rates

Students Identified in the Student Equity Plan

Students served by the student equity plan are measured across gender breakdowns of the following groups:
  1. Current or former foster youth;
  2. Students with disabilities;
  3. Low-income students;
  4. Veterans;
  5. Current or former Foster Youth
  6. Students by gender
  7. Students in the following ethnic and racial categories: American Indian or Alaska Native, Asian, African American, Caucasian, Hispanic, Native Hawaiian or other Pacific Islander, Other race, and More than one race.

Ultimately the Student Equity Plan requires colleges to identify the goals, activities & strategies, and resources to bring up the groups disproportionately impacted to equitable success.
