Bill, SB854 which passed into law, June 20, 2014, has made several changes to the laws pertaining to the administration and enforcement of prevailing wage requirements by the Department of Industrial Relations (DIR). SB854 states that ALL Contractors and Subcontractors are required to register with the DIR prior to bidding on any contracts for state and local public works projects. Contractors must be registered by March 1, 2015 to receive bid proposals and must be registered by April 1, 2015 to WORK on public works projects.

BID THRESHOLD: As of January 1, 2016, the bid threshold is now $87,800.00, pursuant to Public Contract Code 20651(d). This threshold applies to: purchases of equipment, materials, or supplies to be furnished, sold, or leased to the district, services, except construction services, and repairs, including maintenance as defined in Section 20656, that ar not a public project as defined in subdivision (c) of Public Contract Code 22002. This section shall not apply to professional services or advice, insurance services, or any other purchase or service otherwise exempt from this section, or to any works done by day labor or by force account pursuant to Section 20655.
