California community colleges have a legal responsibility to provide equal access to video resources for students, faculty and staff who are deaf or hard of hearing. This is often most easily accomplished through closed captioning of video resources. If you are unfamiliar with the captioning process, you might wish to begin by exploring the definition of some common terms. This list of terms is provided by the National Captioning Institute.
The Alternate Media Access Coordinator (AMAC) is responsible for making arrangements for all Chaffey College District "legacy" video tapes to be captioned. Legacy video tapes are those videos the Chaffey College District has purchased for use in the classroom (as prescribed by the curriculum) that were not closed captioned and cannot currently be purchased in a closed captioned format from the distributor/copyright owner. All current videos purchased that support the mission of the Chaffey College District should be closed captioned prior to purchase and must be closed captioned prior to viewing in the classroom according to section 508 of the Rehabilitation Act of 1973 (amended 1998) and Legal Opinion M 02-22.
The CLDEP resource (Captioning of Live Distance Education Program) is designed to assist California Community Colleges with the expense of real-time captioning for distance education courses. Visit the CCC LiveCaption.com page for more information about applying for and receiving services.

The following vendors provide captioning services. Rates will vary depending upon:
- the availability of a transcript for the tape
- how much narration the tape contains
- whether or not the tape contains technical jargon
- what captioning formats are used
- how quickly the job must be completed
Some of these providers have established a business relationship with the Community Colleges Foundation and offer discounts to California community colleges. Please remember to inquire of these vendors if such a discount is available. The HTCTU (High Tech Center Training Unit) will continue adding to this list as more vendors are identified.
Definition of terms:
- Accommodation - the adjustments including reasonable modifications to rules, policies, or practices; environmental adjustments such as the removal of architectural, communication, and transportation barriers, or auxiliary aids, and services.
- Access - the useable state of a product or environment that allows all people the ability to take equivalent (or near equivalent) advantage of that product or environment without the need for adaptation or specialized design.
