THE CONSTITUTION
OF THE ASSOCIATED STUDENTS
OF CHAFFEY COMMUNITYCOLLEGE

Ratified at General Elections
April 11, 2008

Preamble

We, the students of Chaffey Community College, hereby establish this Constitution to foster justice and better understanding between the Associated Students of Chaffey College and the general college community, to foster a spirit of democracy and unity in order to promote communication with the Governing Board, Administration, Faculty, Staff and the Students of Chaffey Community College.

ARTICLE I

NAME

Section i:          The name of this organization shall be the Associated Students of Chaffey College, herein referred to as ASCC.

Section ii:         The purpose of the ASCC Campus Council shall be to provide for the scholastic, social and governmental welfare of the students of Chaffey College, within the guidelines of the policies and regulations, as set forth in this Constitution and By-Laws.

ARTICLE II

MEMBERSHIP

Section i:          All students registered in at least one unit of credit at Chaffey Community College and who have paid their fees for the current semester shall be deemed voting members of this association at elections.

ARTICLE III

OFFICERS

Section i:          The elected officers of the Campus Council shall be the President/Student Trustee, Vice-President of Administration, Commissioner of Activities, Commissioner of Inter Club Council, and six (6) Senators. All of these officers shall be qualified in accordance with and shall perform duties as stipulated in the By-Laws of this Constitution and current policies and procedures established by the Campus Council. All officers shall be registered in no less than six (6) units, and complete 6 units each term while maintaining a cumulative 2.25 grade point average (GPA), and adhere to the current policies and procedures established by the Campus Council in the By-laws.

Section ii:         Appointed officers of the Campus Council shall be six (6) Senators or more and any position that is vacant either appointed or elected.

               Paragraph A.           The accounting and secretarial duties to support ASCC will be done by a permanent part-time Program Assistant as approved by Human Resources.

Section iii:        Appointment to office must follow the procedures set forth in the By-Laws of this Constitution and current policies and procedures of the Campus Council.

ARTICLE IV

RULES OF ORDER

Section i:          Rules of Parliamentary Procedures as written in the most current edition of “Robert’s Rule of Order” shall govern the procedures of the ASCC meetings.

ARTICLE V

ASCC CAMPUS COUNCIL

Section i:          The body responsible for conducting the business of the ASCC shall be known as the ASCC Campus Council, herein referred to as the Campus Council.

Section ii:         The Campus Council is divided into two (2) units consisting of the Executive Board and the Senate, with the Faculty Advisor and/or Director of Student Activities serving as the advisors to these units.

Section iii:        (Eliminated)

Section iv:        The Executive Board shall consist of the President/Student Trustee (presiding officer), Vice-President of Administration, President Pro-Tempore of the Senate, Commissioner of Activities, and Commissioner of Inter-Club Council with the Program Assistant attending all meetings to record the minutes.

Section v:         The Senate shall consist of a maximum of twelve (12) Senators, (6) appointed and (6) elected with the Vice-President of Administration presiding.

Section vi:        The ascendancy order for the Campus Council shall be: President/Student Trustee, Vice-President of Administration, President Pro-Tempore of the Senate, Commissioner of Activities, and Commissioner of Inter-Club Council.

ARTICLE VII

CONSTITUTION AMENDMENTS

Section i:          Amendments to this Constitution shall be made by recommendation of the Campus Council, Vice-President of Student Services, Director of Student Activities, and/or students at large. These Amendments must be ratified by two-thirds (2/3) majority vote of Chaffey College students who vote.

Section ii:         Amendments to the By-Laws may be, rescinded or amended by a two-thirds (2/3) majority vote of the Campus Council.

ARTICLE VIII

ELECTIONS AND APPOINTMENTS

Section i:          Elections shall be held in accordance with specific provisions of the By-Laws of this Constitution.

Section ii:         Appointed positions shall be filled in accordance with the specific provisions of the By-Laws of this Constitution.

ARTICLE IX

INTERPRETATION

Section i:          In the event that the ASCC requires interpretation regarding the intention of any provision of the Constitution and/or its By-Laws, the question shall be submitted to the Vice-President of Student Services who shall render a decision.

Section ii:         Interpretations rendered under the provisions of this article shall be binding.
